2.1. TAFSIRAN

“Head of Department” means an officer who is in charge of a department and,
where applicable, includes the State Secretary, State Attorney-General, State
Financial Secretary, a Permanent Secretary, Resident of the Division and any
officer designated by the State Secretary on the recommendation of the
Commission to be or to act as Head of Department.”

2.2. TANGGUNGJAWAB DAN TUGASAN KAWALAN TATATERTIB DAN PENYE-
LIAAN

2.2.1. Perintah Am 173 Perintah-Perintah Am Perkhidmatan Awam Negeri 1996:-

“ Every officer is under duty :-

(i) To exercise disciplinary control & supervision over his
subordinates;

(ii) To take appropriate action for misconduct & breach of
discipline; and

(iii) To ensure the provision of general orders are duly
complied with by himself & his subordinates.”

“Failing which shall render him for diciplinary action due to the fact
that he himself has committed a breach of dicipline & deemed to have
been negligent in discharging his duties or have acted in an
irresponsible manner”

2.3. LAPORAN SALAH LAKU TIDAK HADIR BERTUGAS TANPA CUTI DAN TIDAK
DAPAT DIKESAN

2.3.1. Definasi tidak hadir (Absence)

“Failure to be present for any length or time whatsoever at a time and
place where the officer is required to be present for the
performance of his duties”
(Perintah Am 171 (6) Perintah-Perintah Am Perkhidmatan Awam Negeri 1996)

2.3.2. Peruntukan salah laku dan pelanggaran tatatertib

(a) Perintah Am 153(4) (j) Perintah-Perintah Am Perkhidma-
tan Awam Negeri 1996:-

“Tidak hadir bertugas tanpa kebenaran terlebih dahulu atau
tanpa sebab munasabah”

(b) Perintah Am 171(1) Perintah-Perintah Am Perkhidmatan
Awam Negeri 1996:-
